That isn't a curable thing; it's hereditary. It's in your genes and is a part of you, wether you like it or not. Trying to change a part of yourself will only make you miserable and insecure. I highly advise you to be grateful that you were even given a definite gender; I have a friend who is a hermaphrodite, she (only the female part functions as it would normally) would give anything she has to not have to suffer the indignity of an 'editing surgery' to make her a definite girl. Take pride in every part of yourself and it won't matter to the 'one' for you that little you isnt as pronounced as the next guy's, they will love you for who you are and won't be obsessed with something that will serve absolutely no purpose once you pass 55 or so.

You can't cure that and jelqing causes damage to the penis. Accept your penis for what it is.
