It's normal for the skin of your scrotum to be darker than the rest of your skin. It happens during the second and third stages of puberty.

Another cause of darkened skin (darker than it normally is) is tinea cruris or "jock itch." That's usally accompanied by itching and sometimes pain. There are over the counter ointments for it.

The masturbation question is one that only you can answer. If you're doing it so much that it interferes with other parts of your life (school work, chores, hanging out with your friends), then it's too much. Physically it's whatever you can handle.

"Blue balls" refers to a condition called Testicular Congestion. Of course, they don't actually turn blue. It only happens if you've been sexually stimulated for a long period of time (like making out with somebody for a few hours) and don't ejaculate. Your testicles keep filling up with excess blood in anticipation of orgasm and ejaculation. If this doesn't happen the swelling can cause them to ache. Masturbation can relieve the ache. So, it's not that masturbation is necessary to prevent it, it's that masturbation can relieve it if you get it.
