This sounds like an infected cyst or folliculitis. I would see a urologist promptly to be put on an antibiotic and for a physical exam.

MEDICAL PROFESSIONAL
Hi there!

Well, without a clinical evaluation it would be difficult to determine the cause of your symptoms. Possibilities that may need to be considered folliculitis, cysts, warts, mass arising from the underlying connective tissue, include testicular growths, hernia, hydrocoele etc. I would suggest getting this examined by a primary care physician or a urologist for an accurate diagnosis and appropriate management.
Hope this is helpful.

Take care!
