This sounds like an infected cyst or folliculitis. I would see a urologist promptly to be put on an antibiotic and for a physical exam.

Possibilities that may need to be considered folliculitis, cysts, warts, mass arising from the underlying connective tissue, include testicular growths, hernia, hydrocoele etc. I would suggest getting this examined by a primary care physician or a urologist for an accurate diagnosis and appropriate management.
