Those symptoms certainly qualify for hypo. Looking back at your labs, though, my guess is that you might have a hard time getting your doctor to do anything, because they are all within the lab's "normal" reference ranges. Your doctor probably isn't aware, nor care, that AACE recommended that the levels for TSH be changed to 0.3-3.0, but most labs, and in turn, doctors, still go by old ranges. If using the new range, yours would be over.
Actually, your FT4 is close to mid range; while your FT3 is quite low in it's range; makes me wonder if you don't convert T4 to T3 properly.
Free T4 and Free T3 are the actual thyroid hormones, with FT3 being the most important because that's the one the body actually uses "as is". FT4 must be converted to T3 before it can be utilized by the body.
There are some doctors who are willing to treat hypothyroidism based on symptoms, but those seem relatively rare.

I am not currently on any thryroid medication. I have been extremely tired, have been slowly gaining weight over the last year, am always cold and have been dealing with plantar fasciatis in my right foot
I agree that your levels indicate that you are slightly hypo. Are you currently on any thyroid med?
Would be good to get antibody tests redone in a while, as the antibodies could still show up at a later time.

Your antibody testing is basically negative so at least you can say for the time being that you do not have Hashimotos.
Sometimes thyroid levels will be unstable for a number of reasons....stress. illness etc,
But you do need a very small dose of a T4 med to get the FT3 and FT4 up a fraction.
