Hi CluvsC, I have Low TSH with Nodules also. I agree with Barb. TSH is not very useful, It is a indication however, that your nodules may be producing hormone on their own , meaning unregulated by the pituitary gland.
In my case I was diagnosed with "Toxic Multinodular Goiter" - I have "toxic" nodules, meaning they produce as much or as little hormone on their own fairly randomly. I tend to swing back and forth between HyPO and HyPeR, but really most of my symptoms are Hypo and I am considering that I may have an underlying autoimmune issue that perhaps caused the nodules in the first place over time.
Most of my labs too look fairly "normal" but my TGab is just above range. So that is a clue, you may have a similar story.
The more data you post the more the great people here can help you. If possible please post your latest ultrasound Result also.

Are you currently on any kind of med for thyroid?
Yes, it is possible for your TSH to fluctuate. Since you have nodules, it could be that the nodules are leaking hormone and causing you to be hyper.
What other tests are being run? Have you had Free T3 and Free T4 done? Those are the actual thyroid hormones and without those tests, it's impossible to tell what the thyroid is really doing. TSH is a pituitary hormone and is an "indicator" at best; it should not be used as the sole test to diagnose a specific thyroid issue.
Also have you had any antibody testing done to see if you have either Graves Disease, Hashimoto's Thyroiditis or both?? You would want TPOab, TGab and TSI done.
If you've had other thyroid testing done (FT3, FT4, antibody, etc), please post results, along with the lab's reference ranges, here, so members can comment more fully.
