TSH is a pituitary hormone and should not be used as the sole number to determine thyroid hormone dosage. Much more important than TSH is the actual thyroid hormones, Free T4 and Free T3. Have you had those tested? If so, what are the most recent results, with reference ranges? If you haven't had them tested, you should talk to your doctor about getting them tested as soon as possible.
If your doctor refuses to test them, you should look for a different doctor.
Some symptoms, including depression, can apply to either/both hyper and hypo, so it's impossible to tell just by TSH what you're actually experiencing.
Ranges vary from lab to lab, but ATA and AACE say reference ranges for TSH should be about 0.4 - 4.12. Ranges for most labs are approximately 0.4 - 4.5 or something similar.
