You will feel stiff but you do need to work on the stretching. I had a partial then 6 months later a total thyroidectomy. After both I felt fine to stretch about 2 weeks after the surgeries. I still a year later have slight problems lifting my head right up \, say to look at a plane in the sky, after a year.
It can take a long time for you to get adjusted to the synthroid. I am still after a year finding the right dose for me. If you are at normal levels then you are very lucky! Keep getting checked regularly as with age and other issues the dose may need to be changed in the future. You will never be able to stop taking the synthroid for the rest of your life.
I used to find doing some stretches in the shower good, as the warm water makes the body a bit more supple.

It is actually recommended for you to gently stretch your neck. Slowly go left and right, up and down, holding for a count of 6 or 8 in each position. Repeat this several times. Your TSH should be checked every 3 months to see if your synthroid dose is correct.

I would think it is ok to stretch your neck now. It tool me about a month after my first surgery. ( I had to get a sub sternal goiter out at a second surgery and that took longer to heal since they had to cut my sternum to get it out.)
If you are at normal levels you should be feeling better and that means yo9ur body is adjusting.
