I also read a theory that hypothyroidism can cause the feeling for shortness of breath in the brain. That is why the O2 levels are fine, yet we sometimes feel like we cannot breathe. Regardless, one of my main symptoms when my thyroid is off is shortness of breath. I thought it was from my goiter before, but I had my thyroid removed and and very hypo at the moment. I still have shortness of breath a lot.

Currently accepted range for TSH according to AACE is 0.3-3.0, so your TSH is a bit high. Thyroid swelling can cause pressure on the windpipe and shortness of breath.
Do you have FT3 and FT4 levels and their reference ranges (these vary lab to lab and have to come from your own lab report)? T3 and T4 are the actual thyroid hormones and give a much more complete picture of thyroid function than TSH alone.
Are you on thyroid meds? If so which, and what is your dose? Do you have Hashi's?
