Athlete's

I noticed about two months ago that the balls of my feet and certain areas of my heels turn white when wet. When my feet are dry, these areas are barely noticeable.

I can't figure out if it's athlete's foot (AKA I should NOT moisturize) or of it's dry skin (AKA I SHOULD moisturize.) Of course I should go to the doctor, but I'm traveling hectically for work right now.

It never itches, ever. I wash all my socks in hot water and only wear the same pair of shoes every three days or so. I am currently keeping my feet as dry as possible and wearing open-toed shoes constantly. I do use coconut oil on my feet when dry, as I've heard it has antifungal properties. I also just started using Lamisil two days ago but the dry/white areas only appear to be getting worse.

WHAT IS HAPPENING HERE!

First, I would see a podiatrist. I have done a Google search on it, and folks that have this usually have seen a doctor to rule out anything serious. One comment I noticed was that it could be foot rot. You can't pass it on or catch it, it runs in your family, normally the males. The article went on to say to wear  only leather shoes no trainers unless training. Change socks regularly only wear shoes for one 24hr period and then use a new pair and rotate them.
As I said, however, I would find out for sure what it is, a GP or foot specialist would be your best choices.
