Causes for lightheadedness?

This past July, my husband started feeling lightheaded. He describes it as a "medicine head" feeling. At first he wasn't concerned; he thought he was getting a cold. But his symptoms got worse, until he was lightheaded all the time. There would be bad episodes where he felt he would pass out. He describes it as being dizzy, but it's not room-spinning dizzy; it's more of a drugged feeling, where everything is "vibrating."

He saw two different ear, nose and throat specialists, a neurologist and a cardiologist, and had multiple blood tests, MRIs and CT scans. That's all served to rule out what the causes of his symptoms aren't. It's not vertigo, or problems with his blood pressure or blood sugar. He doesn't have Lyme's disease or a thyroid problem. He's not anemic. He doesn't have any obvious neurological condition such as MS, and an MRI showed normal blood flow and arterial conditions in his neck and brain.

The only abnormality that showed up is compression of his C1 vertebrae. He was diagnosed with spinal stenosis and underwent a laminectomy to remove the bone and relieve the pressure in hopes that that would alleviate his symptoms. Three weeks later, it appears not to have worked.

We're now at wit's end. We do not know where to turn now for answers. We're ruled out all the obvious causes of his condition. The lightheadedness/dizziness is his only symptom. Any suggestions on where to go next would be appreciated.
