I'm sure it's just razor bumps?

Hello,
So I've had the same boyfriend for over 3 years and we've had unprotected sex. I am on birth control. Just recently though I've started shaving my pubic hair, and I've seemed to of developed a bunch of painless, almost acne like bumps on the outside of my vaginal area. Still in the genital area, but not actually on my vaginal opening or lips. Just around. Anyways, they have been there for maybe 4 days. I didn't notice them until my boyfriend pointed them out to me, now it's all I worry about.

More on the bumps.
No whiteheads, just painless medium sized bumps. Sort of rashlike. They don't seem to be filled with any fluid that I can tell.

I'm also just getting off my period and I shaved prior to it. I don't wear tampons due to personal discomfort, so could the pubic hairs growing back in and being rubbed on by the pads I wear irritate it enough to cause this?
