Bloating from water

Hello, my husband is a British expat moved to Florida to live together, and he is having trouble with food from the United States. He doesn't have any insurance yet and cannot work because he is mentally disabled so I haven't been able to get him to go see a doctor. Basically everything he eats or even drinking water first thing in the morning makes him very bloated. I have tried everything, filtered Brita water, boiling it first, and he is even using a straw now but still liquid bloats him so much it is hard for him to handle. He has always some fat but I have touched his abdomen and it sounds like a bunch of liquid inside him. Why is this happening to him, is there something wrong with the water here in Miami? He is having so much difficulty adjusting to the kinds of food we buy and I am trying to avoid milk and bread, and encouraging him to eat more salad, but he gets so bloated off of everything. Should I be more concerned about this or is this Normal for someone moving from another country?
