Atopic dermatitis is a very common, often chronic (long-lasting) skin disease that affects a large percentage of the world's population. It is also called eczema, dermatitis, or atopy.
Treatment of atopic dermatitis involves three main goals which are healing the skin and keeping it healthy; preventing flares, and treating symptoms when they do occur.
To prevent flares,apply plenty of hypoallergenic moisturizers within three minutes of bathing. People with atopic dermatitis should avoid hot or long (more than 10 to 15 minutes) baths and showers. A lukewarm bath helps to cleanse and moisturize the skin without drying it excessively.Also use of a mild bar soap or non-soap cleanser may be helpful.After bath air-dry the skin or pat it dry gently (avoiding rubbing or brisk drying) and apply a lubricant immediately.medicines used are corticosteroid creams and phototherapy. Maintain a cool, stable temperature and consistent humidity levels and limit exposure to dust, cigarette smoke, pollens, and animal dander.

Hello,
It is difficult to make a diagnois without examination,but some possibilities are there.First,it can be lichenification of the skin of the forearm due to atopic dermatitis.
Second,it can be pityrisis alba. This is characterized by hypopigmented, round to oval, scaling patches on the face, upper arms, neck, or shoulders.
Thirdly,it can be vitiligo.It is a pigmentation disorder in which melanocytes (the cells that make pigment) in the skin are destroyed. As a result, white patches appear on the skin in different parts of the body.
Treatment is different for all three.So I feel that an evaluation by a dermatologist will help in confirming a diagnosis.
