I would see a good chiropractor or Osteopath. It certainly appears to be nerve impingement of some areas of the upper spine and neck. A chiropractor can take some x-rays and then give you an adjustment, sometimes all you need is a few and things are better.
Tingling in the little pinky finger is always more often than not referred from impingement in the cervical area (neck).
A nerve conduction test would show whether there is any impingement in the Carpal Tunnel.
The numbness and tingling in your fingers is due to ulnar nerve entrapment most likely arising from your wrists. The numbness of your lips and tongue is unrelated.

With regard to the numbness of the lips and tongue, this may be a migraine or that you have an allergy to something, either by you touching something and then touching your mouth, or an allergy to some foods or drink.
Keep a food diary and see if there is a link to something that you have eaten or drunk and avoid those foods and drinks that trigger your symptoms.

Never touch your mouth unless you have washed your hands.
Always wash your hands after using the toilet and always wash fruit and vegetables and salads before eating them.
I found that my lip problem was an allergy to goats cheese and fennel seeds.
Should you experience the tongue and lips start to swell, seek medical attention urgently.
