Icing the area is meaningless. This is a pain dermatome activated by nerve compression in the cervical area. There is nothing going on at the shoulder. Mild axial traction for several minutes, at several intervals during the day, together with a NSAID, such as motrin will help. Lie down on the floor and have someone pull your head gently upwards along the axis of the spine. If the tingling ends you have defined the problem. Do not use a cervical collar. It will cause atrophy of the muscles. Axial traction devices are available without prescription for about $35. In addition to axial traction range of motion exercises with your head will help.
This is commonly due to what is called a subluixion injury caused by sudden flexure of the next months or years ago.
Hi there..it sounds like a pinched nerve if you are having tingling. I'm no Dr but I would advise you to ice the area for 15 mins then off for 20 mins and then repeat a few times. Don't put ice pack directly on your skin, wrap ice in a towel. If that doesn't help see a chiropractor.
Good luck
