leg, ankle,feet swelling

Ultrasound today showed no bloodclots.  What is causing sever lower leg, ankle and feet swelling in evenings?  Better in a.m.

Both legs.  Ultrasound ruled out bloodclots.
Warm to touch, tight.  
Legs not painful or red .  
Ankles and feet not painful until I stand or walk;  then pain gets so bad I can only walk a few minutes.  
Not better now in over two weeks.

Known disorders::
arthritis
prediabetic
miltral valve regurgitation
triscuspid valve regurgitation
fibromyalgia
High blood pressure.

Disputed disorders:
Have been treated for lupus and other inflammatory diseases  for 20 years now, and latest test at Emory University Hospital in Atlanta deny lupus!!!

Strange disorder:
The arteries in my head feel like they are going to burst at any moment. (No pain, just pressure in the arteries).  It feels like blood will spurt out my nose any moment.  Better if BP is down, but never stops.  
MRI,CAT, blood tests and other tests show nothing wrong in my head.

Any clue?  Thanks jo

Is it in one leg or both?  Is the leg warm to the touch, red?  Is it painful?
