I have got something like an extra meat on my anus and sometimes it is really painful when i use the toilet and that small extra meat bleeds and gets swollen. What do i have to do to get rid of it. These days i am also having this discomfort on my lower back, does this has something to do with what's on my anus?

Could be a couple of things.

Not knowing age, gender, or sexual practice-- so ill list some out. [but you did title this Mr.]

Hemorrhoids.  Perhaps the most common.   If they appear "meaty" it is likely a prolapse hemorrhoid.

If one is an elderly female who has birthed several children, rectal prolapse is an potential source

In regards to sexually transmitted diseases- condyloma is a another cause
