UTI but not a UTI, help please?

So I am 17 years old and ever since i was 9/10 years old, I have occasionally got this uncomfortable feeling down below. It's hard to describe but it's slightly painful but more of an uncomfortable awkward feeling. It's like I need to go to the toilet but when I try to empty my bladder, nothing or little comes out. When i cross my legs and squeeze them together it sort of feels like a minor orgasm. It only happens occasionally and goes away after a period of time, any idea what it may be?
