terrible shooting pains, UTIs, fungus

I've had a few UTIs over the last few years, which seem to have been pretty serious.  my skin looks clear but on the inside I think there's a lot of vessel damage and pain.  my penis skin was peeling and there were these cuts or sores on the top of the penis that wouldn't heal.  maybe the fungus got into my urinary tract and infected everything?
  
it's terrible is there anything to repair the numbness and vessels?  I'm trying arginine but it's still terribly numb
I'm a little diabetic, sugars go up to 183 and I had shooting pain all over the pelvis for a month that wasn't cured on cipro, amoxicillin, duricef, amoxicilin.  and now the left vein in my pelvis hurts all the time still.  I want to keep doing methenamine cystex at 6x tablets 2x/day but my liver levels are too high now

Take Fresh cucumber and juice it. Pour small drops of it on the area 2-3 times a day. Buy a red light therapy device and use it twice a day for about 20 each session

I've been trying soaking the penis in hydrogen peroxide it might be antifungal

I've had this terrible numb penis and now shooting pains for years.  
these 2 terrible urologists never ran a prostate/semen test for prostate infection- now the vein in my left pelvis hurts all the time after 3 courses of cipro/augmentin/duricef/amycin/cystex

Hi and welcome. Fungus could cause your symptoms for sure. At this point it might be a good idea to have a doctor look at it to make sure all is ok. If it is a fungus then giving you the right medication could make the numbness go away.
