No amount of bleeding from the rectum or penis is normal and indcates that there is some sort of problem.
The prostate is located right against the rectum. Since you state that your husbadn bleeds after ejecuation, might indicate that there is a problem with the prostate and rectum.
I doubt that the bleeding has anything to do with vasectomy 7 years ago, however you did not tell if he got these problems right after the vasectomy. Things can deffinitely go wrong with a routine surgery like a vasectomy. When I had mine back in 1999, I ended up with a hematoma after the first day. I had the hematomy surgically removed 2 days later. About a year later I lost the left testicle due to a severe infection.
Currently I live with a fistula (hole) between my prostate and rectum. At times I have epxperienced bleeing out of the penis as well as the rectum. The urologist does not believe that I would benefit from having the fistula repaired since I have a neurogenic bladder. When I would resume self catheterization again, the likelyhood of creating another fistula is very high.
What testing has your husband undergone? Have they done a colonoscopy, or cystoscopy? Both these tests might reveal a problem.

Bleeding from rectum is not normal and needs evaluation. The various causes of bleeding from rectum are hemorrhoids or anal fissures, intestinal polyps, infectious colitis, inflammatory bowel disease or diverticulosis or benign or malignant growths of rectum.
You have mentioned that he bleeds during ejaculation. Is it from the rectum or blood in ejaculate? In such a case, a detailed and through evaluation is needed to confirm the diagnosis.
