I'm not sure if there were any nerves involved in your surgery, if so it could take a while before complete sensation returns.
I have had several things happen that required extensive healing time before things returned back to normal, however some things did not.
In 1995 I had a TURP and resection of the bladderneck. Normal sensations did not return untill about a year and a half after. Even with that the sensation of ejeculation has been permanently changed. (retrograde ejeculation)
2000 I had a left orchiectomy it took about 6 months before things felt like before.
Other surgeries that did not involve the genital region were carpal tunnel and ulnar nerve transposes and a nerve biopsy in my left foot. The nerve biopsy of the left foot was done in 1998 and currently I still have no sensation to the left side of my foot.
The surgery of the carpal tunnel and ulnar nerve transposes regained normal sensation with in the 6 week period.
In the case of your fracture repair, I would assume that the penile skin was cut and dyssected from the shaft to gain access. To put in in basics your penis was skinned to gain access to the fracture. Then they had to do the repair. You did not state how severe the problem was. Anyhow it might take quite a while for things to return to normal. I would say give it time yet, it might still be early to expect full sensation.
That said I myself have lost some sensation due to a neuropathy (nervous system condition.) As a result I have a problem ejeculating at times during intercourse. In my case I know for sure that this is due to nerve damage, and I have no hope getting sensation back.
It would be best for you to report this to the urologist who did the surgery. Only he would know how extensive the surgery was and what all was involved.
I sincerely hope that you will be able to get this resolved soon. Ps. As we grow older we aslo loose some sensation.

It does not look like penile nerve damage to me. From the symptoms it can be due to situational anorgasmia also. In this, a person may have an orgasm from one type of stimulation but not from another. Since you are achieving orgasms by masturbation, so it can be a possibility. Nerve damage causes loss of sensation and difficulty to achieve orgasm while masturbating as well as during intercourse.
You can discuss this possibility with a urologist. I sincerely hope this helps. Take care.
