I found slimming the entire body took care of that. My cardio work outs slim down the top layer of fat EVERYWHERE including the back. Also, there are some toning weight lifting things you can do. Hold weights standing with them at your hips, with hardly moving legs, put weights to ground, ?? not wure what that is called. Those pull down things with weights up higher and you pull them down. ha ha, I'm so technical with my weight lifting terms. sorry, I just do it but forget proper names of exercises.
