More exercise and less calories, is the way to lose weight.
I might suggest that you have your thyroid tested to make sure your levels are normal, since under active thyroid can cause weight gain. Make sure they test TSH, Free T3 and Free T4.
I don't want to be discouraging, but think about it this way: if you're only running say two miles, three days a week, you are only burning an extra 600 calories a week. You have to burn 3500 extra calories to lose a pound, so it would take you six weeks to lose one pound by simply running two miles, three times a week.
It's awesome that you're taking charge of your health and doing cardio, but have you thought about also doing strength training? That will up your calorie burn per week number and help you feel more toned. Likewise, you will probably want to increase your cardio days to at least four miles total. Remember that you don't have to run the whole thing--in fact, it's better for fat burning if you do intervals where you run for three minutes and walk one, etc.
I typically do three days a week cardio (usually run/walk 5ish miles one day and then do the stationary bike for 45-50 minutes the other two), and two days strength training with free weights and resistance bands for at least a half an hour.
Also, it may be helpful to pick one guilty pleasure thing to remove from your diet. An example would be no more sugary soft drinks or sweet tea, or no more desserts after dinner, etc. Don't forget that weight loss should include cardio, strength training, and eating healthier.
