Hi David. When I was your age I actually had very chubby cheeks as well (I was also overweight, but I digress :-) ) As I got older, I "grew into my face" and my face slimmed down a lot. Even now that I'm a healthy weight, I still have slightly chubbier cheeks than most other people in my opinion. My dad had chubby cheeks so I guess  just take after him! I wouldnt worry about your "chubby cheeks" though. Keep in mind you're still young and your appearance is going to change a lot in the next few years. This is most likely nothing more than "baby fat" and your face will continue to change as you get older.

Also just wondering, do *you* feel that your cheeks are chubby? Or did someone else say something to make you think that? If this is coming from someone else I really wouldnt pay attention to anything they're saying. You said you don't think they're that bad, and I'm sure they arent!

To answer your question though, there really is no way to lose weight in your face (or any other specific area) unless you lose weight overall. But from the sound of your post, it doesnt sound like you have any weight to lose, you're just concerned with the appearance of your cheeks right? The bottom line is, we all come in different shapes and sizes. Some people carry their weight in their faces, others in their stomachs, others in their legs etc. We're all individuals and there is nothing wrong with where you may or may not carry your weight.
