help me understand ingrown hair pls?

I've had these two bumps on me the past 2 years. In the beginning the doctor thought it was Herpes but it wasnt because its been 2 years and these bumps has been in the same spot. The doctor said that its prob an ingrown hair nothing life threatening to worry about. But the funny thing is? The other day , I noticed another pimple right on the left side of my vigina that is exactually the same as the other bumps on me. How do I avoid ingrown hair? Doctors said its not possible. Not like anyone is going to know but I'd  prefer not to have bumps all over me. I want to feel as less dieased as possible... my main question is : are ingrown hair because i didnt wipe dry enough? or is it soap?

what are the causes of ingrown hair??

I have the same bumps, but Planned Parenthood was unable to tell me what they are! Did you ever find out?

Ya I am young and have been saving my area and I have red, itchy, burning, bumps around the area above the flaps of my vagina and I have no clue what-so-ever what it is. I am very worried and I don't thing it is razor burns and I have not been in sexual intercourse so please help me. I am very scared even if it is very minor.!!!!):
