You have not mentioned of any scaling or itchiness over the area?
This does not sound like an inflammatory skin condition to me. You need to have this assessed by a dermatologist. This does not give any discomfort except for aesthetic purposes. Any how, what made you shave your hair? Was there any irritation?
At this point, these may be pigmentations. Although reddish in color the most likely differential one can associate with this is a pigmentation. I do not think this is infectious.
They are a blood red, and they are slightly raised. Not as high as a pimpel but you can still feel the raised spots. I don't have any hair loss back there (only thinning in the front, but no spots there). I'm rarely in the sun, I'm in the office Mon - Fri 10am - 6pm. I don't really use lotion, especially not on my head. As far as chemicals the only thing I've used recently is a shampoo called Satinique and a hair thickener by mark anthony. But I stopped using them when I shaved my head 2 weeks ago, and now the only thing that touches my head is water.

I saw the image. You have posted that these are red spots. In the image they appear to be dark brown, flat , numerous spots .I do not see any patches of hair loss whether diffuse or defined patches. This appears to be a case of hyperpigmentation. Have you been staying under the sun for too long or applied some chemicals or lotions on the area?
When have you first noted these?
I do not think this requires immediate intervention ,however they do not look infectious to me. I suggest you have this assessed by your dermatologist. This may be something that has been present for a long time and you have only recently noted after shaving your hair (is this correct?)
