I think the little white dots are actually T2 hyperintensities, otherwise known as the dreaded UBOs - unidentified bright objects. Except that I've been diagnosed, so I think we can safely say that those are punctate lesions. See the tiny little dots, lower left?
I have a few pics that look just like this and no one has ever mentioned them as punctate lesions. I'd be interested to know how they're interpreted on your report.
