Hi,
How is your daughter? It is good to hear that she is being seen by a consultant with regards to her symptom. Self stimulation is normal in toddlers and can be due to their curiosity, physical and emotional comfort and even to get attention. It can also occur when a toddler is tired or going to sleep. If you feel uncertain about how to respond, discuss this with her attending physician for proper manageemnt. Take care and best regards

Pubic hair is not normal at that age whatsoever. My cousin started to grow breast at a young age.  They had to put her on hormone medication to stop it.

I would get another opinion until you find someone to listen

As for self stimulation that is normal. My daughter started when she was 2 and she is now 8. She is a very anxious child and I think she does it to calm herself down.
