what is wrong with my son!!

Hi,
My son James is 31 months old,. he has a lot of problems and i am getting desperate now, we're SLOWLY making our way through the health system, he has had speech therapy assesment, The outcome of the assesment was very frustrating as allthough it says he has specific problems, the are not going to do anything yet, surely they need to do something!
ok let me make something clear!, James does not use a single word has never spoken a single word, ill quote some of his report,

"James played happily on his own while we talked, and made no attempt to interact or communicate, his play was simple and he held a toy car, he engaged breifly in shared play with me blowing bubbles and peep-bo he would then smile, he showed no understanding of words during the session he was also not heard to use any words during the session" "all his needs have to be interpreted for him,"
Conclusions and recomedations:
James's communication skills are significantly delayed at less than 18 months,
play simple games such as lifting up, Tickling,
James will be seen every 8 weeks!

Ok thats all the report says and no one seems to want to find out WHY he cant talk or understand anything! even if he said a few words i'd be happy but he ha never said a thing!

Ok, Now ive said all that! my question is,
Can i force them to treat him and help him, i want to know why my son cant talk, he has lots of other developmental problems and has seen consultant peadiatrician at the child development centre but he is now on a huge waiting list for a 8 week long assesment of his development, its so frustrating waiting, is there anything i can do in the meantime to help him, we've tried picture cards of which he also has no understanding, he never points or shows me he wants something, and he has some sever behavoural problems as he is frustrated, i want to do something before he gets worse it obvious my son is not happy. its not just the communication, its a social thing too, he wont interact well with other children and only sometimes with other adults he hates anything new, strange places, even silly things like getting off the bus sends him into a wild screaning uncontrolable child, its terrible i feel terrible as there is nothing i can do to calm him, the only sound he makes seems impossible to type but he repeats a sound over and over again only one sound, for months, he has more things than i could ever type, and im at the end of my tether ive done some looking and autism comes up again and again, on my searches.
Does anyone with any knowlege thinks my son sounds autistic or something similar, im desperate to find out whats wrong with my boy!

we went through the exact same thing with my son. talk to his pediatrician about getting early intervention for him. we did for my son. they will come to your home and work with him until he is three and then they can set him up with the services he needs after that. my son is developmentally delayed and adhd and pervasive developmental disorder which is a mild form of autism. they helped him alot and i think they can help your son to. hang in there and remember your not alone there is other families going through something like we are to.

The sound he repeates over and over sounds like "tickertickerticker" really fast over and over for ages sometimes.
