Tightening shoulder blade muscles (surgery)

Is their any experimental surgeries being performed that "tighten the shoulder blade muscles?"
I haven't been able to bring my rear shoulder blade muscles back to normal after a dislocation 6 years ago.
I am looking for connections in the medical community which can lead me to a shoulder surgeon who can help.

Thank you for your response.  I forgot to mention that I've had surgery for a mesoacriom repair by Dr. Daniel Buss (Sports and Orthopedic Specialists Edina, MN) 3 yrs. ago.  I've been performing rehab and strengthening exercises for the last 6 yrs. since I dislocated my left shoulder.  My left rear shoulder blade muscle strength still isn't 100% after 6 yrs. of rehab.  Dr. Buss doesn't have any more advice to correcting this problem except for continuing to rehab.  If you know of a specific surgeon in the Minneapolis/St. Paul area or outside MN who maybe able to help please let me know.  Thank you again for your time.

Well, without a detailed clinical evaluation it would be difficult to comment specifically on the situation. Though there are a few muscle strengthening surgeries, it would be difficult to assess if it would be required in your situation. I would suggest consulting an orthopedician, preferably at a university or teaching hospital for a detailed evaluation and suggestion of an appropriate management plan.
