Sounds causing panic?

There are reasons some sounds can put me in a panic.
I have had my condo flooded from upstairs 4 times. (Two different condos leaking water).
Now, when I hear the sound of dripping water in the walls it puts me in a horrible panic/rage.
I think it is a reasonable reaction, due to all the damage that has happened to me/my home in the past.
But the panic/rage is so severe it worries me.
Is 'Chinese water torture real? Not the 'dripping water on a persons forehead', but just hearing it?
Does bipolar, or any other mental illness and sensitivity to sounds like this go hand in hand?
The water that is dripping is doing damage to my new carpet. The owner of the condo refuses to do repair/replace the water faucets to the washer /dryer set that is in the bathroom in her condo. My insurance company says they cannot make an owner repair their place....
Am I mentally I'll, or just reacting to the history of damages to my home from water damage in the past?

I think that's a fairly intense, but natural response to what happened with your house.  Auditory hallucinations are actually surprisingly common in mentally healthy people, things like hearing your name, hearing your cellphone ring, or hearing music when there's none there.  For you, I could see hearing water dripping being one of those benign hallucinations (and they are particularly common when there's a lot of white noise around, like the fridge running or the fan).  Oliver Sacks has a nice book called Hallucinations which covers those phenomena, among others, if you're interested.

Have you considered taking them to court to pay for your repair costs?  A nice letter from a lawyer might be enough to make them decide to fix it.

As for the panic/rage, you might want to look into a short course of cognitive behavioral therapy to help you deal with the feelings and how you react to them.

I think sounds can upset  but it's more learning to deal with ruminating. You know over & over in your mind.
This will sound very simplistic, but why not move to a different place?
