I had sex with my girlfriend on day 14 (ovulation period) of her cycle.  We did not use a condom, and yes, we are both repentant. I did not ejaculate, but obviously pre-ejaculatory fluid was present although I urinated many times before sex since last ejaculation. She went home and took 21 birth control pills (overdose by far) and told me later. (Like 3-4 hours later)
What are chances of pregnancy?

Her chances are not that high, but definitely use this as a learning lesson of what NOT to do in the future..

is there any hope that she won't get pregnant? :(

Sadly, taking those 21 pills won't have helped because they are meant to prevent pregnancy before sex.  I would suggest using Plan B or calling her ob-gyn to see if they have a suggestion.

But by taking all those pills, is there any chance it would help prevent it? I know she shouldn't have but she did it without saying anything till later. The overdose has worn off and she is feeling fine now thankfully. We are very afraid of being parents right now.

First off, I hope you're far exaggerating by the 21 pills statement, as that can be extremely dangerous. Having unprotected sex at any time can be risky, though during ovulation increases the risk much more. She should have gone to get the Plan B pill, and not downed BC pills. Don't worry about it too much, since stress will only make it worse for her. If she misses her period, then she should take an HPT.
