two very small white bumps below head of penis underneath foreskin

i am 26 years old in 2 months, i have had these two very small white little bumps underneath the head of my penis for a number of years now that havn't gotten bigger or multiplied. im not circumsiced and I have had warts on my hands and feet(which i got rid of using apple cider vinegar). I also have two tiny red bumps along the shaft of my penis which have been there for a number of years and cause no pain. doctors have told me its nothing to worry about time and time again. my main concern now is I have a slight pain on the left sid of my genitals. this pain has been occuring for six months now and i only notice it when im not active. At first
I thought my testicles so I had an ultrasound done on them which came back saying I have no cancer. now the small pain is more prominent in the shaft of my penis. I am really worried I may have penile cancer, I've told this to one doctor and he sent me to got get tested for herpes. I haven't done that yet but i will asap, i've been overcome with worry since i read about penile cancer, it's affecting my mood and appetite. pls give me some advice,

If you have had them for a number of years and they have not multiplied and/or changed, it is less likely this is any Penile CA.  

Sounds more like possible genital warts or HPV.  

Get checked for Herpes as your physician has recommended.

its funny after i found out about Penile CA I was hoping it was herpes instead

Yes, Penile CA would not be any easy thing to deal with.  If you are living in Europe or North America it is RARELY diagnosed there.  There is a theory about uncircumcised men and the incidence of this cancer.  

Lastly, I was an Oncology (Cancer) RN in the USA for 8 years and NEVER have seen and/or taken care of anyone with Penile CA.

the information i read about Penile CA was that 1,500 men are diagnosed in North America each year.

That number is nothing compared to lung and colon cancers.  1500 for the whole North America is not alot. (USA and Canada).  It accounts for 0.2% of diagnosed cancers in the USA.
