They are not self inflicted and they do not itch her. She is playful and eats well. She has no fleas. The only thing different is that she had her yearly vaccine just before this started but of course the Vet says the vaccine is not the cause. He did a tissue sampling and nothing came back. The only thing I have noticed is that if she goes out in the sun she comes in teary eyed. I have spent a fortune and can't afford more.

I was precisely going to mention the collection of skin to microscopically see what is wrong with her. Hasn't your vet done this?
Is it self inflicted? Meaning is she itchy and scratching herself or are they just appearing? Has anything changed in her environment since this started, like carpets, cleaners, chemicals, new plants, food change, fleas or being treated for them, outside stress source such as a move, work being done on the house, new person/animal around, new stray cats outside...
Has your vet done a skin scraping and cultured a sample to test for parasites, fungus, or yeast? Have you tried any antiobiotics, steroids, or topical creams to calm the area?
Sounds/looks like either allergy or stress induced...
