Does anyone understand what this means?

I finally found the letter I recieved from a NS I saw, was wondering if anyone understands what this means: there is an impediment of CSF flow posterior to the cervicomedullary junction.

I understand that the CSF is being slightly blocked, wondering what the cervicomedullary junction is, and I know you guys are soooooo helpful!
