4 year old boy stealing underwear

My mom & my aunt's panties gone missing since last week. We've been searching everywhere from laundries to rooms. Then the day after my aunt found out that his son, a 4 year old boy, was the one who stole it. She saw that his son was wearing her underwear. I even saw him sneek into my mom's room while I was hiding behind my mom's bathroom door, he's looking for my mom's underwear. He even pulled & broke the hangers on the hanging clothes rack just to reach & get the underwears. He does that everyday. When he saw us all busy with the house chores, thats the time he steals underwears & hide them & pile them to their room. Is my cousin have mental issues or something?

Has anyone asked this child why he steals underwear?  If not, this would be a good place to start.

Hi there.  When you say 'his son" who are you talking about as the "his" or him? Whose son is this?  

I think the parents need to address this certainly.  Are they working on it with him?  That's about the best a 17 year old cousin can do.  good luck
