9 yrs old inappropriate behavior more than once

I have a 9 year old that was pulling his pants down for his 5 yr old step sister to see his privates, she said it was disgusting but also said he was making me laugh when he was doing. This is major because when she goes home to tell her mom she'll freak, what do I do. When he was 6-7 he was lifting up girls skirts in school, "just to see what kind of underwear they were wearing." he said. I took him to psychologists, this ologist that oligist, behavior counselors, thearpy, in and out of home, what is wrong with this kid? He seems to like it when my 14 month old crawls all over him "playing", the 9 year old gives me a feeling like he LIKES the feeling of the baby crawling and rubbing on him. He's been dignosed ADHD, ODD since 2.5 years old, currently medicated on Daytrana 20 mg patch, helps to control behavior and impulsivity, but is there something deeply wrong in his mind to be trying this stuff with so many little kids? will he be a child endgangerer when hes older? will he be in jail? how do i scare him since talking doesnt work? He also a few years ago was trying to get little cousins to take their clothes off in his bedroom in order to take pictures of them with a fake camera. HELP

Hypersexuality is one of the signs (although rarely mentioned) of early onset bipolar disorder in children.  Is there any history of this disorder in your family?  Just wondering .....

Has the child been abused or exposed to movies or television or books or computer that would show sexual behavior?

It sounds like ur son has been sexually abused in some way. U can't scare him,that will make things worse. Just keep talking to him, and punishing him. They have support groups and places that can help. Good luck.
