3yo almost 4yo still soiling her pants? HELP

.My daughter is 3 almost 4yo and she is still soiling her pants on many times a day she has been toilet trained for over a year, i have tried absoulty everything from encouragement, rewards, punishment, talking to her and nothing has worked, im seriously at my wits end!!! Ive seen our local doctors and they all keep saying she will do it whens shes ready but really enoughs enough she is a very bright child, i dont understand why she continues to do it.
She is happy to stay in it and it doesnt bother her. Somebody help PLS!!

when you say 'soiling do you mean a full movement or marks on her underwear, children very often do not wipe properly it would be good to get her using wet wipes to clean herself. Does she go to day care or re school as very often children are not reminded by teachers to 'go' ..Do not punish for this it creates an anxiety which makes it worse ..Many children are not potty trained until 3 years old , so it may be a regression .I am inclined to agree with the doctors.,maybe less talk about it would help ..good luck
