How can i stop my 2 year old brother from going to market without permission?

My brother is 2 years old. He likes junk food alot,so he goes out with my father to buy some chocolates,chips,biscuits and that kind of stuff. Now he tries to go out alone without an elder person with him. He have tried this two times. First time we found him standing on the street and second time we found him at the market trying to buy a chocolate without money. He makes me really worried. I told him that if he goes out those scary monster will eat him but he did not became scared and again tried to go out.
If someone have an idea to stop him from going out alone without an elder person,please share.

Hi, this has got to be scary for you.   The problem is that you just cannot let a 2 year old out of your sight - ever.   They do not have the ability to really remember what to do or not do unless it has been taught them over and over again.
The doors on your house need to have a latch installed that the  kid cannot turn so he cannot get out.
The other problem is more serious.  Your family could be reported to child services if he is found going alone down to the store.   If the market (or a concerned parent) reported this to the police and said he has been down there several times....it could be embarrassing for your family.
