Worried about my daughter's behavior...

About a year or so ago my daughter, who was 3 at the time, told me that a female child that lives next door pulled down her pants and showed her her vagina and told my daughter to show her hers. My daughter did this and then told me about it later that night. I had a long talk with her about private parts and thought it was over with. A few months later she was playing with my friend's daughter. Her daughter came into the kitchen and said that my daughter told her to touch her vagina. She said no and came and told us. I had another conversation with her when we got home about private parts. I bought a children's book about private parts and read it to her. Just today the mother of one of her friends came to me and said that her daughter told her that my daughter and her daughter were touching each other's vagina's and that it was my daughters idea.

Does my daughter have a problem? I don't know what to do about this anymore. Please help!

No she doesnt and it sounds as if it was instigated by the older child, this is normal child behavior, however , it may also be a good idea to supervise them more, most of the behaviors we read about on here, are all about children alone in bedrooms, sleep overs, etc.more supervision by parents may help ...
