There is a ton of pork in every bill and most of it has absolutely nothing to do with the original issue. I think the guy is a typical politician trying to have it both ways.
There was a lot of pork in the Hurricane Sandy bill (https://www.govtrack.us/congress/bills/113/hr152/text) and Ted Cruz wasn't the only one to oppose it.
It'll be interesting to see how much irrelevant money gets inserted into the TX disaster spending bill. Dare we think it'll be only about the flooding? Nah...
