We give a lot of money to things that don't work. It'll never happen, but a complete re-do is essential from the ground up when speaking of the government and what it does and how it spends money.
Again most are state issues not Federal.

Exactly. That trough always gets slopped even when it overflows and spills onto the ground. Budget cuts are expected to come from bridges left unrepaired and schools left unfunded. It's one thing to make these sacrifices because we think we need a military that's larger than the rest of the world's combined in order to be safe, it's another to leave potholes unfilled and children uneducated and then have that money be wasted.
Money was already budgeted for projects like this years in advance.
Hmmmm that one certainly would make us all agree that we need to have some turnover in D.C wouldn't it? Maybe we could start by getting the lobbyists out, then look at whatever members of Congress have been voting for this monstrosity and make sure they don't get re-upped as well.
