I would not use the last menstrual period as a way to date a pregnancy if you have had an early ultrasound that says something different, and I sure would not insist that the doctor do so.  Women ovulate all around the middle of their cycles, some earlier and some later in their menstrual month.  This means your last period before getting pregnant is not a reliable measure of when you ovulated.  Ovulation begins the cycle of the next period, it does not get triggered by the last period.  A woman could have her last period five months earlier, and then pop out an egg, and the ultrasound would still be able to look at the embryo and know when it was conceived.  It would not say she was 5 months pregnant, and neither would the woman's doctor once he saw the embryo's measurements.

Not that it makes a huge difference in your case, since the two dates are only five days apart.   But if your ultrasound at 8 weeks gave you the due date of 11/6, it probably only has a margin for error of one or two days, and here is what the conception calculator says:

Probable date of ovulation:  February 13, 2014
Possible dates of conception:  February 9 to February 17
Due date:  November 6 (40 weeks)

You're asking if you were already pregnant by the 21st.  It depends on how you define "pregnant," and on how accurate your assessment is that you ovulated on February 18.  How did you get the assumption that you ovulated February 18, was it from a doctor measuring the embryo in an early ultrasound?  Or just from counting from your last period?

In other words, did you get an early ultrasound, and was it that ultrasound that gave you your due date?  The conception calculator says the following for a due date of November 11, which would be useful IF you got the estimated due date from an early ultrasound.  It would not be so reliable if you got it just from counting forward from your last period.

First day of last menstrual period:  February 4
Probable date of ovulation:  February 18
Possible dates of conception:  February 14 to February 22
Due date:  November 11 (40 weeks)

If you ovulated on February 18, the embryo (while fertilized) might not have implanted in your uterus yet.  But if you are pregnant now, you could say you were pregnant any day after the 18th, since obviously the embryo did implant.

Just in case you didn't know this, the medical count of pregnancy in weeks begins on the first day of your last period, or the calculated first day of your last period if your periods are irregular.  A doctor telling you that you are x weeks pregnant is saying it has been that number of weeks since the first day of your last period.
