Can a Dentist Refuse Treatment Based on Injection Sites?

My husband had a few fillings in order. We are new to AZ and found a local dental practice with a few dentists providing services. I recently had work performed at this practice and was given injections to the rear of my mouth in the ligament (straight back into mouth and nowhere near the teeth). This was never performed in any other state that I have lived in and I had complications for 8 weeks following. So when it came time to do his fillings, he asked for alternative injection sites just to be safe. He asked for injections around the teeth in need instead. The dentist promptly took off his gloves and said either get that ligament injection or we won't treat and walked out! As a medical professional myself, I am shocked. There are some irreversible risks involved with that area. It could hit a multitude of nerves. Personally, I had jaw, gum, and ear pain for 8 weeks that required 24/7 pain management. He was being cautious and I am appalled that no alternative or discussion was given.  What type of dentist refuses treatment like this? Why couldn't a local in the gum worked as that's what we have known for 40 years? Are there agencies that can intervene? He is just finding another doctor, but I am not satisfied with such horrendous behavior. I feel a reprimand is in order because patients need options. I was never warned of the dangers of the shot I received and I suffered immensely for 8 weeks and still have lingering pain some days.
