HELP!!!!! MASSIVE PAIN AND SLIGHT SWELLING IN MY JAW.

I've been dealing with pain and swelling in my jaw for around a year now, all four of my wisdom teeth came in all about the same time, only took two months, three of them gave me no problems, but the bottom left one has hurt since it started coming in, the gum also hasn't really let the tooth fully come in, the gum in over the back of the tooth, there is redness, swelling, and A LOT of pain. I don't think it's abscessed, due to no fever, no bad smell, and no puss or secretion.

The pain comes and goes, but has been very persistent over the last few weeks, I can't close my mouth all the way, it's very swollen, the gums on that side are very red, I can't chew, barley swallow.

I have taken ibuprofen to get the swelling down and that works for a little while, but it always comes back. I currently do not have any dental insurance, I live in the dfw Texas area and have not found any dentists that are willing to work with me on payments....

If anyone has any advise on what to do about the pain and swelling, any otc meds I can take, that would be greatly appreciated.
