Dermatology: Is this Becker Nevus? Possible treatment?

One doctor told me this is eczema and another told me it's Becker Nevus. What do you think? If it's Becker Nevus, does the Q-beam laser work for lightening the lesion. I have this for more the 18yrs since I was 10yrs old. HELPPP!!!

I don't really use cologne. This thing came on when I was going through puberty and this spot was overwhelmed with acne.
