Discoloration on Penis shaft

is this psoriasis, fungal, what would it be.  I was just checked for STD's 2 weeks ago and all results said I am clean.  I have not had sex in the past couple of weeks since.  I am going to make an appointment with a dermatologist, but when I went to my regular doctor, I should them this, and they said could be psoriasis, and that they will keep an eye.   I am nervous, any ideas? I noticed a couple of almost "circles with a white perimeter and dark in the middle" I also shave my genital area, can this affect as well?

Ok my biopsy result came back as lichen planus, doctor game me a script for a cream to apply

Hello,
For such blisters, apply cool compresses on the area and take bath with cool(not very cold) water. Do not scrub your skin or shave your skin and use a soft towel and gently pat your skin dry. You can apply antibiotic cream such as Neosporin or Mupirocin also.

so I followed up with my dermatologist today, she took a biopsy of the area, now while I am waiting I noticed a huge blister down there where she stuck the needle in, super uncomfortable, what do I do and what does this all mean, I am at a loss for words

Hello,
The main condition causing annular lesions on the genitals is Lichen planus,particularly on the glans penis. Other than that if the lesion is itchy then ringworm and nummular dermatitis (more likely) can be thought of. Psoriasis does not appear all of a sudden but if the marks remain as such after a few days then it should be explored for psoriasis.
