Flat, itchy, and white patches of skin with red border

For the past week I've had multiple patches on my skin that are white (same as my skin color) that are circular with a thin brown/red border. I randomly itch throughout the day and the source of the itch is the white patch of skin. I have one on my neck, one on each eyelid, and a few on my chest and stomach. Instead of scratching to relieve the itch I only rub the area and it goes away temporarily but the patches of skin remain. Any idea what this is?
