Fungal Infection in Groin

I have been to 4 doctors now one being a dermatologist.  2 primary care doctors said I have a fungal infection of genitals and groin, one said it was not.  Basically 2 months ago I noticed a small bumps on my testicles so I used some hydrocortisone and it went away.  Now for weeks I have been left with red testicles and penis plus the groin area and side of upper leg, no rash just red skin which is sensitive to touch and burns.  The dermatologist prescribed me Ketoconazole, Triamcinolone and Terbinafine.  Been using for a week and it is no better in fact it burns and itches more at night.  Alone with this I was using some antifungal soap.  Any ideas on what this might be?  Is it Red Scrotum Syndrome caused from the hydrocortisone?  This has been going on for 6 weeks now and it's no better.
