I cannot confirm anything without examination but it can be a thrombosed penile vein, plaque associated with Peyronie’s disease, or a sebaceous cyst. sometimes a vein can become thrombosed (clotted) and you may feel a lump. Peyronie’s disease is associated with penile plaques that are deep to the skin at the fibrous layer called the tunica albuginea. This is a less likely possibility but it needs to be evaluated. My sincere advice would be to consult a urologist.

something else that might be worth mentioning is there is no pain or irritation. It doesn't hurt when i touch it but it feels foriegn. It doesn't hurt when i urinate.
